This study shows the important role that aid has played in supporting Vietnam’s impressive growth and poverty reduction; but that its importance is decreasing relative to other sources of development finance such as FDI and remittances. It describes the Government of Vietnam’s strong ownership of the development process, examines the roles of key multilateral and bilateral donor institutions, and makes recommendations on reform that will further strengthen ownership.
