Is there an 'independent Civil Society in Ethiopia?

Nile Basin Society research, conducted by a USA intern there, indicates that there is no such thing as an independent civil society in Ethiopia. Please see: http://wwf.nilebasin.net/doc/kim3.htm

In fact, I am for conditionality of aid based on human rights, democratic reform, judicial reform and transparency. Without conditionality, most African countries are doomed, thanks to vested interests of old colonial powers and the new one too.
